ClearSeas Maritime is the independent advisory practice from maritime technologist André Cocuccio, providing evidence-led advice that translates advanced science, technology, and policy into trusted, operationally credible, and commercially viable marine and maritime capability.​ With deep experience across ocean data acquisition, safety of navigation, offshore development, and maritime strategy, ClearSeas supports organisations making complex, high-consequence decisions at the intersection of technical uncertainty, operational risk, and regulatory accountability.​
ClearSeas operates on a senior-led, principal-delivered model, with André personally involved in each and every engagement. Advisory work is shaped by extensive experience across government, industry, and regulatory environments, bringing a pragmatic understanding of how technical advice is tested, scrutinised, and ultimately acted upon.​This ensures advice is not only technically robust, but clear, defensible, and framed to support confidence, accountability, and sound decision-making.

Founder & Principal Adviser
André Cocuccio is a senior maritime professional with over 25 years of experience working at the intersection of operational practice, regulation, and emerging technology. His career spans leadership roles in both industry and public authorities, alongside advisory appointments and applied innovation work. This breadth of experience gives him a clear understanding of how complex technical issues are assessed, challenged, and translated into real-world decisions.
André holds an Engineering honours degree and a Masters degree in Oceanography. He is a Chartered Marine Technologist (CMarTech), a Fellow of the Institute of Marine Engineering, Science and Technology (FIMarEST), and an Associate Fellow of the Nautical Institute (AFNI).
