About
ClearSeas Maritime
ClearSeas Maritime brings senior maritime experience to projects and organisations where technical ambition, operational reality and regulatory expectations need to align.
Founded by maritime technologist André Cocuccio, the practice draws on experience across government, industry, consultancy and applied innovation. This provides a broad understanding of how maritime activity is planned, assessed, approved and delivered — from policy and regulation through to ports, offshore development, vessel operations, marine and maritime information, domain awareness and emerging technologies.
ClearSeas supports clients by helping them understand the operating context, strengthen the evidence and shape credible plans that are practical, robust and ready to progress.
ClearSeas operates on a senior-led, principal-delivered model, with André personally leading each engagement.

André holds a BEng (Hons) degree and an MSc in Oceanography. He is a Chartered Marine Technologist (CMarTech), a Fellow of the Institute of Marine Engineering, Science and Technology (FIMarEST), and an Associate Fellow of the Nautical Institute (AFNI).

Approach
Maritime often involves overlapping technical, operational, regulatory and stakeholder considerations. ClearSeas Maritime helps bring these elements into focus, so the work is properly framed, evidence-led and able to move forward with credibility.

1. Clarify the task
We clarify the purpose, context and requirements of the work, including the safety, regulatory, operational, technical, stakeholder and delivery factors that need consideration.

2. Build the evidence
We assess the information, risks, assumptions and uncertainties needed to support a credible position and identify what needs to be strengthened, tested or explained.

3. Shape the outcome
We develop practical routes forward, including recommendations, plans, partnerships, assurance routes, proposals and implementation strategies.

Expertise
Maritime change rarely sits neatly in one place. Strategy, safety, evidence, technology, sustainability and sea-space often need to be considered together before work can move forward with credibility. ClearSeas Maritime works across these six connected areas, bringing senior leadership, advisory and delivery experience to support safer, smarter and cleaner maritime outcomes.
Track Record
ClearSeas Maritime is built on senior experience across public service, industry, mission-led organisations and independent advisory practice. This background spans hydrography and marine data, navigation safety, maritime regulation, port governance, operational assurance, technology adoption and applied innovation. It provides a practical understanding of how maritime activity is planned, governed, assured and delivered — and how new capability can be introduced safely, credibly and with purpose.
